STONE HARBOR – The Stone Harbor Council voted Feb. 3 to reject all bids for the construction of the Jake’s Law accessible playground planned for 82nd Street. The bids were over the engineer’s estimate, with borough engineer Marc DeBlasio saying the vendors need “to sharpen their pencils.”
