Howell Township Subpoena to Stone Harbor Quashed

A Superior Court judge in Monmouth County has quashed a subpoena issued to Stone Harbor in the ongoing litigation related to Stone Harbor’s new borough administrator, Joseph Clark.

Instead, the judge ordered Clark to supply the subpoenaed information to Howell Township, a defendant in the litigation initiated by Clark, from within his own possession within 14 days.

If those documents do not “demonstrate date of receipt of [Clark’s] job application by Stone Harbor,” Howell attorneys would be allowed to reissue a subpoena for the information.

Clark, previously the administrator in Howell Township, Monmouth County, filed suit against Howell and four of its officials on July 25, 2025. He was appointed to his new post in Stone Harbor on June 17.
